5th October, 1962 – 7th March, 1968.
- The first ever political experiment took place in Goa in October, 1962 with the elections for the Village Panchayats much before the first Assembly Elections held in December, 1963.
- Moira – Nachinola Village Panchayat had a total of 7 wards (Moira -5, Nachinola -2).
- 2 Doctors were elected in the 7 Member Body renowned for offering medical services from Moira and Nachinola respectively.
- The Village Panchayat functioned from the residential house of Antonio Jose Francisco Sebastiao Da Gama Pais in Povacao Ward, next to the main road and opposite the residence of Dr. Antonio C. Da Gama Pais.
- Mrs. Lourdes Figuereido Pais is the first ever elected woman Panch of Village Panchayat Moira –Nachinola.
- Mrs. Lourdes Figuereido Pais later between 10th September, 1966 till 7th March, 1968 became the first ever lady Sarpanch of Village Panchayat Moira- Nachinola.
- Dr. Antonio Caetano Da Gama Pais became the first ever Sarpanch and Dr. Silverio D’Souza the first ever Deputy Sarpanch of the Village Panchayat Moira – Nachinola.
As per the Goa, Daman and Diu Panchayats regulation 1962 promulgated by the president of India in September, 1962 which resulted in the first Panchayats elections being held in October , 1962, there was a compulsory reservation of one seat for women from time to time by rotation in different wards of the Panchayat. Another important and notable provision was that the term of office of Village Panchayat shall be 4 years which can be extended by the lieutenant Governor.

- The Village Panchayat of Moira- Nachinola was reconstituted with an increase of 2 members with Moira having a representation of 7 members and Nachinola 2 members.

- Mr. Moses J. D’Souza was Sarpanch from 22nd July, 1975 until 12th December, 1975.
- Mr. Mahadev Vinayak Shirodkar joined as a clerk in the Moira – Nachinola Village Panchayat in 1975 taken place of his brother Mr. Mukund Shirodkar who served as a clerk right from the inception of the Panchayat in 1962, and Mahadev continues to serve till today. The salaries of the staff were then paid from the funds of the Panchayat. It was only from year 2001 that the Government started funding the Panchayat staff after an order was issued after a sustained struggle led by trade Union Leader Mr. Christopher Fonseca under the banner of “ All Goa Panchayat Workers Union” which granted regularization to the Panchayat Staff.

- Prakash Raul was the Sarpanch and Felix Davitoria Dy. Sarpanch when the “Panchayat Ghar Foundation stone was laid on 07.02.1992. The stone was laid by Mr. Francisco Sardinha – Minister for Panchayats, Mr. Shankar Sigaonkar –Minister for RDA and in the presence of Mr. Vinayak Naik the MLA of Tivim Constituency.
- Moira - Nachinola "Panchayat Ghar” was inaugurated on 09.06.1995 by Mr. Subhash Shirodkar --- Panchayats Minister, Mr. Dayanand Narvekar -- MLA of Tivim and Minister and in the presence of Mr. Atanasio Lobo (Sarpanch) and Felix Davitoria Dy. Sarpanch and other ward members.
It was in December, 1993 that the process began of shifting the Panchayat which was functioning from the residential house of Mr. Vincent Caridade Mascarenhas and Mrs. Colotilda Estella M. D’Souza Mascarenhas the parents of Mr. Lucio Floriano Boaparte Mascarenhas , House No.887, in Bambordem. A “Document of Release” was signed in December, 1993 between Mr. Lucio Mascarenhas and the Panchayat to vacate the premises and shifted to the present Panchayat. It was Vincent Caridade Mascarenhas who gave his premises in late 1960’s as a humanitarian gesture to provide service to the people. A nominal rent of Rs. 100/- per annum was paid by the Panchayat, to Vincent Mascarenhas and his legal heirs until his death in 1988. However for the year 1993 rent was not paid by the Panchayat as there was a tiff between Masccarenhas and Panchayat which ended in litigation as the Panchayat refused to vacate, despite a resolution being taken during the tenure of Patricio Coelho as Sarpanch to shift to present Panchayat Ghar. The litigation was defended by Mr. Luis D’Mello (Luis Bar) which finally ended after an understanding was reached that Mr. Mascarenhas sponsored 2 cupboards to the new panchayat which was agreed upon and are seen in the present Panchayat. Ward member Mr. Robert Mendes arranged for a tempo and labour arrangements to shift all the records to the present Panchayat Ghar. It was not an easy affair as the Panchayat took a illegal water connection without consent of Mr. Mascarenhas and were claiming rights that they were running a library and a post office.
- Moira – Nachinola Village Panchayat was bifurcated into two separate Panchayats constituting 7 wards each. The Gazette notification of Government of Goa was issued
- The present “Panchayat Ghar” became a reality after the Communidade of Moira granted free of cost land admeasuring 500 sq.mtr. , in its property bearing Survey No. 9 in Attafondem ward.
- The present Panchayat started functioning from only the ground floor where the health and electricity offices presently function, until the first floor was built later and continues to function till date.

During the tenure of this Panchayat Body a very important and historic development at the national level took place empowering and reforming the working of Panchayat Raj Institutions. It was the 73rd constitutional amendment act passed by the Indian Parliament on 20th April, 1993 and implemented from 24th April, 1993 under the then Prime Minister Ship of Narasimha Rao that laid down clear set of rules and regulations for the effective functioning of Panchayat Raj Institutions.

- Mrs. Juliet Zeferino D’Cunha was the Sarpanch from 22nd March, 1999 until 31stJanuary, 2002.
- Mr. Vivek Rohidas Chari last signed on the minutes register on 30.04.1998 after which there is a vaccum as no member represented Bambordem in the legal sense until 22.01.2000.
- In the ensuing bye elections after the vacancy of Mr. Vivek Rohidas Chari, Mr. Pandurang Eknath Chari got elected and signs the minutes register on 22nd February, 2000. Mr. Pandurang E. Chari continues till the end of the term until his sister-in –law Prashanti Pankaj Chari gets elected as member in the following term from 31.01.2002 onwards.

Soon after the Liberation of Goa, Daman and Diu (19-12-1961) the Structure of Government underwent a gradual change. The formation of Village Panchayat became an absolute necessity with a view to running the administration along democratic lines and in keeping this in view the Goa, Daman and Diu Village Panchayats Regulation 1962 was promulgated by the President of India in September, 1962. This regulation outlines the structure of Village Panchayats and details powers duties and functions. It lays down the procedure for the election of Village Panchayats, meeting finance of Village Panchayats and allied administrative procedures connected with panchayat Administration.
The regulation was the first of its kind in the history of Goa Daman and Diu to envisage development of rural areas and to transfer power to the people at the grass-root level. The first election to the Village Panchayat under this regulation were held in October, 1962. The first election to the Panchayats had two features. Firstly, in the rest of India, Panchayat Raj was an extension of democratic decen-tralization i.e. Panchayat Raj was established after sufficient experience had been gained in operation Parliamentary Institution at the national and state levels. In Goa, the process was reversed. The Panchayats were established and began to operate a little before (October, 1962) the state assembly and the members of the Union parliament were elected (December, 1963).
Secondly, the system of Panchayats was not altogether new to the Goan Society since the similar type of institution called “Comunidade” as present in Goa.
At the time of inception of Village Panchayat in Goa, Daman and Diu, there were 159 Village Panchayats Goa, Daman and Diu, these Village Panchayats were distributed in 12 development blocks in Goa and come block each is Daman and Diu.
Bardez is one of the ten Development Blocks which was formed to conduct the development work in the areas of the Village Panchayats included in the respective Blocks of Goa, Daman and Diu. The Bardez Development Block was established on 25th June, 1963 with its headquarters at Mapusa.
As per the Goa, Daman and Diu Official Gazette Bardez Taluka in year 1962, had a total of 30 Village Panchayats with 8 Panchayats consisting of 5 members, 12 panchayats consisting of 07 members and 10 Panchayats consisting of 9 members - Moira Nachinola Panchayat being one of them.
The total number of members for each Panchayat was based on the population criteria i.e for population between 1500 to 2500 - 5 members, 2800 to 3500 - 7 members, more than 3500 population - 9 members. Moira Nachinola as per census records had a total population of 3670 people and hence had 9 ward members.
